Is it possible to run the preinstall system config check without installing the rpm first? If so how?

Hmm. Without installing the rpm? The only way I can think is to manually check each of the checks the installer will perform. You can review the "Before You Install HP Vertica" section of the installation guide to get an idea of the checks performed... And look over the "Operating System Configuration Task Overview" section in the Vertica 7 Installation Guide. It has a lot of detail and describes some of the errors and warnings the installer may generate.
