query request queue limit = 50

Is there a limit on the number of queries that can be queued while waiting for server resources to be freed-up?
I am referring to the this link - search the page for "query request queue" - the auther says the limit is 50:

I get the impression the author is not referring to queuetimeout, plannedconcurrency or maxconcurrency.
Is there an entry in the manual for this?
