ENCODING BLOCK_DICT
For each block of storage, HP Vertica compiles distinct column values into a dictionary and then stores the dictionary and a list of indexes to represent the data block.
What's he size of block here? The block of the file system which is typically 4K or some block inside veritca which is much large(if so what's the size)?
What's the block size when using ENCODING BLOCK_DICT

By default, all the encoding is done on a block of 8,192 values. Depending on the data type, this works out to different block sizes in bytes.
