COPY command to handle carriage returns?

Hi gurus...
Anyone have a COPY command solution that can handle data that has carriage returns in the data? We have a CSV file where one of the fields has doctor's notes (i.e. even ones myself have written) full of carriage returns... We tried enclosing the fields with quotes, but that did not work.
